Note:  This job advertisement has been revised (JC- 480891) going from a limited term fulltime position to a permanent fulltime position .

Note: The California Public Utilities Commission (CPUC) is in the process of developing and administering the Rail Safety Inspector (RSI) classification examination.  The CPUC encourages you to apply for this position through a Temporary Authorization Utilization (TAU) appointment. A TAU is a non-testing appointment is limited to a maximum of nine (9) months. To be appointed as a TAU appointment, you must meet the minimum qualifications for the classification.  Once in the TAU appointment and to remain in the position for longer than nine (9) months, you must gain eligibility obtained through the examination process (i.e., take the RSI exam, pass the exam and be in a reachable rank).

Virtual interviews via web portals or phone may be offered as deemed appropriate and feasible by the hiring manager – standard in-person interviews will still be offered if conditions permit. 

Under direction of a Rail Safety Inspector- Supervisor (Superintendent) and a Rail Safety Inspector- Senior, a Rail Safety Inspector- Track, works on various field projects regarding railroad track infrastructure. Tasks include field surveys, surveillance, investigations, routine and focused inspections of railroads, research and risk analysis to evaluate railroad safety culture, safety policies and existing regulatory compliance governing railroad track maintenance, and other work as required. The incumbent has an assigned inspection territory and works predominantly in the field; therefore, for economical time management, the incumbent has a home office in or near his/her territory. He/she will be available for other statewide assignments and/or tasks, as deemed necessary.

Working Conditions

This position is for the North Region section of ROSB, which will be field-based. The incumbent will report to the local CPUC headquarters office, as needed.

This is an in-office position that has been identified as field-based. Field-based workers spend 50% or more time in the field, requiring onsite attendance to perform their duties. Their assigned headquarter office will be based on the selected candidate's primary residence location.  

This position requires travel.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Required Experience/Knowledge:

  1. Track inspection knowledge and experience in identifying defective conditions per CFR 49 Part 213 and Roadway Worker Safety Part 214.
  2. Experience Identifying non-compliant track conditions and what steps it would take to achieve compliance per 49 Part 213.
  3. General knowledge of railroad operations in connection with performing track maintenance work and track inspection processes under railroad traffic conditions.

Desirables:

  1. Knowledge of CPUC General Orders and Code of Federal Regulations applicable to Railroads.
  2. Experience specifically regarding State or Federal investigations of Railroad accidents, safety or other related areas.
